How would one get a free mouse cursor?

As in, when I'm in game, how would I be able to disconnect the mouse from the camera movement so I can click on things?

I used to be able to press f3 and move the cursor, but I bound f3 to something else.

In the game! When you start typing, you can move the cursor around your screen. As if you were browsing. Is there a way I can bind something to move that?
