If you dont trust me when you restart your gmod as it will reset back to r_3dsky 1 you will need to either make an script to set it 0 everytime you boot up gmod OR you will have to type it in console everytime you boot up gmod
With 250 Addons i get around 25-45 Fps and with 50 addons or maybe 60 i get 50-80 Fps
There are so many mods i like but can't enable them all cause Fps drop so i started to play around 50-70 adoons active instead of 250 so i would recommend you to play with less addons.
well the more addons you have enabled the lower fps you get.

And if you having problem try to disable them all in the addons section. And i have everthing maxed on settings.
second: gmod uses mainly cpu and only one core of cpu so rest of that cpu is basically unused you can have newest cpus i9 ect but that wont do anything
and the last one: you dont see any diffrence between 60 and 30 fps in gmod cause its graphic sux animations of most addons arent complicated so 60 fps is moooore than enough for gmod
