i THINK after an update is done for the month garry plays on servers for a few minutes for the week after

To unlock the achivement, you have to play on the same server as Garry (creator of Garry's Mod) He doesnt come on too often, last I heard he was playing on Retribution Role Play about 2-3 months ago.

Unless you find a way to hack the achievements or fake his ID you really can't. It's super rare and I don't think he ever plays anymore. It's really sad tbh :(
