To use weld, you would use the physgun to place and freeze your object where you want it. Then get the weld tool, and left click on your object, then the thing that you are welding it to. Or you can use easy weld, in which you right click on the side of the object you want welded to the other object, and then right click to the object that you want the other object welded to, and use your mouse to rotate the object, and right click again when it's where you want it.
