I think they do. The trouble is, there are quite a few videos and posts out there telling them that it IS legal to download "Just the textures" because they are not the game, just assets. But those assets were created by Valve and are their property as much as the actual game code. They paid artists to create them. But people need to rationalize their actions and they latch onto what others say instead of doing any actual research for themselves. Maybe they feel that, if caught and punished they can use the argument that they had thought the textures were free, because "the internet said so". Ignorance of the law is no excuse.
