Do you have steam cloud enabled in gmod? Right click Garry's Mod in your steam libary, go to properties, updates and go to the bottom and find Steam Cloud. If the box isn't ticked, tick it. (You need to do this while gmod is closed, or just restart it.)
Other option is to try and download them on the workshop in steam rather then gmod. If this still doesn't work try properties, local files and click "VERIFY INTEGRITTY OF GAME FILES". This will check if there are missing files for gmod and download them if so and possibly fix it.
If all of the above fails, try uninstalling gmod through steam and then deleting the gmod folder to do a full clean install and reinstall again, otherwise go to steam support.
