How do you animate gmod characters?

Every time I download something like a character, I try spawning it in gmod. But every time, it does absolutely nothing when I spawn it despite that there's plenty of videos with that addon showing it walking and moving around. What am I missing?

I am spawning ragdolls, but when I look in the NPC section there's nothing new that's been installed, is there some setting I need to turn on for NPCs?

Link me to that video and i will tell you if whats in it is an npc.

It's not a video it's a steam workshop addon that says "NPC" in the title.
