Are you using legacy addons/Extended Spawnmenu to use non workshop addons? Also eliminates several stuff that you are not using or too unnecessary
Delete the server folder in Steam\steamapps\common\GarrysMod\garrysmod\downloads\server I would recommend you to start there first (I must assume that you have played on the servers and have downloaded a lot of "content" automatically

Have you checked how much storage is taking your addons folder?
That's because when you delete the .gma, but you're still subscribed to your workshop addons the game detects that the addon is missing and re-install it again so it is always advisable to first unsubscribe
You to go to workshop-subscribed addons and manually start to unsubscribe all those addons one by one (or following the link that SpaceMarine(nathan) put) and later start to remove the unused/removed .gmas in you addons folder. Tto do it more quicky and less time checking gmas, open the console and put menu_cleanupgmas (this will Delete .GMA Files of unsubscribed/removed addons to prevent unnecessary memory usage aka "Purge you unused Workshop .gmas"
