This helped my husband, give it a try :)
After renaming "gamestate.txt" file, just complete simplest challenge map, for example - "(Least Portals - 2 Portals) on Test Chamber 14".
"This is caused by the achievement progress not getting uploaded to the community properly because of an unstable internet connection or whatever other reason.
Navigate to your Portal folder ("C:\Program Files\Valve\Steam\SteamApps\<username>\portal\portal") and rename "gamestate.txt" to "gamestate.txt.old". This will re-enable you to get that achievement. Depending on what did and did not get uploaded to the achievement server, you may have to redo one or more of the challenge maps. In most cases it seems just redoing one map is enough to get the achievement unlocked."

btw: i only got this problem with the "advanced map"- achievements. All the others are working perfectly fine and are all credited ingame and on the steam page...

It was not in the folder "username" ;)
anyway, thanks MagicGirl and i hope the others can find the txt-document with my description :)
It was a quotation, that's why I didn't change it. But it's true, after steam starts to convert games to a new more efficient format, the file path changed. And now it's indeed as !cE wrote: "C:\Program Files\Steam\steamapps\common\Portal\portal".

For linux users, the file location is: ~/.local/share/Steam/SteamApps/common/Portal/portal/
