They updated the game to steampipe, so you can't reskin the files changed places.

Yes you can. I've tried reskinning and it worked once, but I tried another skin and that didn't work, so I put back the old reskinned files and the portal gun skin won't show up anymore

Actually, I figured it out. you put the skinfiles into X:\Program Files\Steam\SteamApps\common\Portal\portal\custom\ (if it's not there, make it)

I put the portal gun skin files into the new folder I created C:\Program Files\Steam\Steamapps\common\Portal\portal\custom
And It's still not working

make sure you don't have a 64bit machine. If you do, it has to be in C:\Program Files (x86)\Steam\steamapps\common\portal\portal\custom\. also make sure if the folders are "materials" and "models" and the like, then create a folder in "Custom" named "portal" and put them in there.

Try Steam\steamapps\common\portal\portal\custom\portal

Then in the v_portalgun you will place the .vmt and .vtf files (The textures)

Is there a way to do this on a Mac? Usually, I can figure out the PC instructions to fit my Mac, but I can't find the right files. Is it even POSSIBLE to do it on a Mac?

It is possible! The steamapps folder should (might) be in ~/Library/Application Support/Steam
You can use the "Go" menu from Finder to get there.
