I had the same issue. If you're using AMD gpu, try newer experimental drivers, that worked for me.
It sets to English succesfully on Steam's game options, though that changes not only the voices but also menus and such.
I'm also missing the captions and had to set multicore rendering to off to prevent lag spikes, just like on TF2.
Edit: the game runs fantastically fast, even with msaa, on my nvidia 250gts with propietary drivers; it was hitting the maximun of 300fps regularly until I reenabled vsync, great job Source porters!

You can remap to the controler for those actions in the settings.
Nothing to fix the rumble though, mine get stuck in a loop.
looking at /portal/cfg/config.cfg , there is
cc_linger_time "1.0"
cc_predisplay_time "0.25"
cc_subtitles "0"
cc_lang ""
Even if I enable them and choose english, it will always restore the default settings :(
