Under Portal\portal\resource edit closecaption_english.txt (make sure to back it up first, as well as closecaption_english.dat)
Notice that the Glados captions have <clr:219,112,147> at the beginning - this is the "pale red violet" color which the titles use. You need to replace the numbers according to whatever RGB color you want (https://www.w3schools.com/colors/colors_rgb.asp)
Then you need to compile the file according to the instructions. Your compiler can be found under Portal\bin\captioncompiler.exe .
This will produce a new closecaption_english.dat with the titles in the chosen color, once you're done with it you can restore the backup (alternatively, you could place the new dat in a "custom" folder, but I don't know if that's relevant to your need).
