How do I get the Error Horror mod to work?

I've installed it, I've restarted Steam, I put the file in Source mods, and I still get the same game like I never installed the mod to begin with. How do I fix this?

Source mods show up as separate games in your library. Since the creators of the source engine are also the creators of steam, they made it work.
