Probably no different than what people were already doing before, adding RTX themselves to games like Quake. But of course, this time it's an official mod tool supported by Nvidia as opposed to unofficial software attempting to mimic RTX effects. It's certainly better than relying on the RTGI reshade shader, which mostly usually just makes everything have a "mirror reflection" as opposed to actual accurate lights and reflections.

If they release the RTX Remix tools for the public it would be interesting to see a modder make a more tasteful "minimal" RTX mod for Portal, one that stays closer to OG art, keeping rust and more rougher surfaces, while still improving lighting and some select reflections.

I read that Nvidia had confirmed that modders can choose to simply update the textures and models without ever touching the lighting or adding RTX (be it reflections or new lights).

So technically, yes, they can mod it to preserve the atmosphere. RTX Remix is more than just a means to add raytracing, but to update assets in-game on the fly in one whole package.
