I had the same problem... it took some figuring to understand why it wasn't working... I had windows 10 with DIrectX12, but you may need to install DirextX 9.0c which I had to download from some weird website - I also had to add the "-FULLSCREEN" parameter - in steam after selecting the game, click on the gear (to manage), then select "Properties", in the "General" section under "Launch Options" enter in that parameter (without the quotes") and you should be good to go! :)
Please update or repair Microsoft DirectX:
1. Click https://www.microsoft.com/en-us/download/details.aspx?id=8109
2. Select your language and click Download button.
3. Uncheck all under Microsoft recommends.
4. Click No thanks and continue DirectX End-User Runtime Web Installer button.
5. Save and run directx_Jun2010_redist.exe application.
6. Click Yes then enter the path: C:\TMP
7. Click OK then Yes.
8. This will extract the installation files into the TMP folder located in the Local Disk (C:).
9. Open Windows Explorer or File Explorer from the taskbar.
10. Open the Local Disk (C:) then the TMP folder.
11. Run DXSETUP.exe application.
1. Disable your network adapter
2. Start Steam
3. Play the game
I dont know why, but running steam in offline mode, makes the game run.
I had the same issues before. Hafe fun!
