Chapter 9 bug

Hello,
When I am attempting to have a conversion with a certain important figure in the game, I am hitting the E key to talk to said individual, but it is not doing anything. I have tried restarting the game, going to last checkpoint, and going back to main menu and reloading the last save.

Is the icon for the interaction changing when you approach the character?
Could you post a screenshot of the problem? A video would be nice as well.

I have played the game again recently and was able to get through the dialogue issue.
