I'm having a similar problem, my game keeps rendering at 1440p even though I'm on a 4k monitor. Changing the in-game settings doesn't fix anything.

I checked GameUserSettings.ini at User/Local/CallOfCthulhu/Config and there seems to be two line bDesiredScreenWidth = 2560 bDesiredScreenHeight = 1440 that might be responsible (these lines are different from the ResolutionWidth and ResolutionHeight lines which are correctly set at 3840x2160). I've tried deleting these lines or replacing them with 3840x2160 but the game just keeps overwriting my changes back to 2560x1440.

I got mine to work by restarting my PC oddly enough.

Anyways, have you tried making the file Read Only after editing it? I know other files in this game need to be set to that after changing stuff

Yeah, I tried setting the file to read-only. Still didn't change the in-game resolution. Might try and see if the same thing happens on a different computer.

game activates 1536x864 resolution and ignores the 1080p setting.
editing in GameUserSettings.ini does not help.

Similar here
1440p monitor, game stuck on 1707x960.
Tried switching to windowed mode/tried every other resolution, just wouldn't budge.
Redownloaded/installed twice. Verified game files, restarted computer etc
Every other graphic setting changed without issue
Sadly had to refund, was too blurry to enjoy

Same here, bought the game yesterday but even if I select full screen ON and 3840 x 2160, the game runs in 1920 x 1080.

How do I fix this? How long can I get the game refunded if this doesn't get fixed?

Same, but found solution at geforce forum:

Open GameUserSettings.ini and set PreferredFullscreenMode = 0. This key controls what is supposed to happen when you press Alt + Enter. "0" means that we want to change to exclusive fullscreen mode. "1" would be borderless window mode and "2" is windowed mode

Start the game. Set fullscreen to "Off" in game options. Quit the game (game needs a restart to make alt + Enter work). You can skip this step if you already disabled fullscreen

Start the game. When you're in main menu press Alt + Enter. Game is now in exlusive fullscreen mode and 3D kicks in
