TP points almost useless

Hi,
I've been playing for a fe days now and I found that the TP points go up only when the caracters fight without chi. But when I heal them as a group, they all lose their TP points (back to zero).
Furthermore, you cannot always fight with weapons because most of the ennemies are too strong for weapons, even at early state. You need to use CHI most of the time.
My question is this: Why give so much skill actions since you cannot raise your TP enough?
Must be a bug though.... Is it?
