Hiring Cliff B. for Last Achievement

I have all the achievements but the one that requires hiring Cliff B. and I am wondering is there a specific place or conditions that it require for them to show up or is it just random because I have been waiting for a good while and nothing.

All cameos become available at fixed windows, and it always depends on the amount of staff you currently have. To be safe hire only one new worker per day.
