Can't reach island chest

Finished the story and working on the few things I missed. There is one chest on my map I just cannot get to. It's on an island in the Shattered Isles area. I've run around and around using teleporters to hop the islands but can never get to that one. Any hints?

EDIT: Just noticed I have the achievement for finding all chests yet there is clearly a large chest icon on the map.

Completed the game. Got all nests. But what about that one island chest in the south? How to get there?

I think I know which one you're talking about, I hope my answers are correct and work for you. So that anyone else visiting the thread is a little protected from the answer, you'll need to mouse over.

Hint 1Need to use a purple Windmill teleport. Try make sure you've gone through all those sorts of teleport pads.

Hint 2 It's near the water dungeon.

Location It's among the ice paths a bit down and right from the water dungeon entrance.
