Where do I get a target scanner?

In the tutorial I remember it gave me a target scanner that I could use on asteroids, but now I look from station to station and can't find such an equipment anywhere. Is it something super-rare?

As far as I understand station inventory is randomized and updated every 20 or 30 minutes, meaning there's no set place to find any item - your best bet it to just stick around high tech systems and check back every half an hour or so.

Try taking a look on some multiplayer servers too. On DarkStar, there's decent stuff in lots of systems, and the 100 tech systems I visited always seemed to have one in stock. I play Fed, so I only know about the Fed systems, but you can pick and choose your faction on multiplayer so it's not as limiting as looking around single player mode.

That having been said, you can probably find one in Sierra or in one of the neighboring systems. If all else fails, shout back and I'll check my hangar for a spare. Pretty sure I have one.

If you are playing Federation like I did you pretty much have to go to Emerald for the constructors and the target scanner along with other high-end goodies like the Mantis Drive. Went nuts looking for these even in 80+ tech systems for over a dozen hours while earning money, finally saw someone on the forum mention Emerald system for Federation players.

I'm noticing there's a tier of stations. Some and I mean most will never carry items like Mantis Drive, the constructors, stealth generators and the like, while others regularly carry these items and may cycle things like stealth generators, mantis drive. Spoiler: In my SP game Oasis station in Pearl is one such high level station.

I'm wondering if it has to do with number of production/storage sections in the station. I found my mantis drive at a station I built actually which had 2 Production/2 storage. I'd also bet the sector type and tech level come into play and maybe even more so.

In the tutorial mining mission, the target scanner is obviously there but not visible in the inventory console (F3). Is this an intended simplifying or does this scanner not use up an equipment slot?

Afaik, in general, the "tech" of stations has to do with with you see on tech/economy display-overlays when looking at the F1 quadrant map. At least as a general guideline.
