for Legacy.

Hope that gives you an idea.
I wish I could give you a comprehensive list of changes but it's tough to nail it all down. Legacy is more modern (in a good way), is more polished, looks better, flows more smoothly, feels more organic and natural in it's approach and progression.
I like the ship and stations and overall art design in Legacy a lot better. Multiplayer works like a charm. He's expanded the trading and economy system greatly. There are more varied and better contracts to take on. More equipment for your ships. An actual Quest system for a main storyline objectibe (although that can be completely ignored and is not the main focus) and so much more really.
If you liked Mercenary then you are very likely to enjoy Legacy even more. It just feels bigger, more alive, more organic and awe inspiring. I enjoyed Mercenary a lot and I absolutely love Legacy. I too was very disappointed in No Man's Sky and have started playing Evochron Legacy again instead and am really enjoying myself. I spent my first big chunk of this game doing military contracts, combat and building money. Now I'm just exploring the universe in some civilian frames, taking on contracts and just sight seeing at a casual pace and I couldn't be having more fun. This game does everything I wish No Man's Sky did even half right.
My question is, should I save up for Legacy and play it right away, or is Mercenary good enough on its own that I don't need to/it isn't worth it to buy Legacy?
If anything your time spent in Mercenary would be great practice for Legacy. You'd be able to dive right into Legacy and kick ass when you get it.
