Lazy Workers
Well I've googled this problem and tbh there doesn't seem to be a solution, but just in case anyone has found one. On some levels certain employees won't do their jobs. For example a while ago I had the problem where no one would work on the wells, but you can get around that with aquaducts. Now on the level I'm on no matter how much linen I have or tunic makers I build, no one will make tunics. They take the job up and then just sit around in their houses for the entire work day. I wouldn't mind but I need insulas to complete the level and I can't get them without tunics. Any help?

I mean, yu didn't take wrong on Work time and Free time?

I've got the same problem on the Londinium level. There's a warehouse full of linen and right across the street a row of tunic shops. The shopkeepers all live right beside the shops; across from the warehouse full of linen. The shopkeepers refuse to make tunics/togas/dresses. Very frustrating.

- make sure your warehouse isnt locked for outgoing linen.
- look at the worktime settings.
- sometimes the game malfunction, I had a firewatch that just picked up a waterbarrel, then put it down,picked up, put down,etc. while the fire raged, I had to replace the watchtower and get new workers there. that was frustrating caus it took me along time to notice the malfunction, 1/10 of my city burned down. but Ive never experied more than 2 buildings malfunction at the same time, and the malfunction is rarely. on a playthrough it rarely hapens more than 2 times, and there are some of the missions that malfunction happens more often than others...

What I did to fix a malfunction very similar to this on my game:
-In Documents/CivCity Rome delete the CivCityRome.GraphicsSettings.xml
-In the game directory (Program Files/Steam/steamapps/common/CivCity Rome/ delete the CivCityRome.configuration.xml
-Verify the game cache

I ran into a glitch on my saved game where my well workers and guards were just sitting around at home not working or anything. My people had no water and were getting aten by lions.
After I deleted the two above xml's then verified my cache, it seemed to fix that problem.

This also fixed a problem I had where my save was crashing on loading it.

If this doesn't fix your problem I don't know what to say; this game just has some glitches still I guess.

How do you verify the game cache??

To verify your game cache:
-Right-click your game in Steam
-Click Properties
-Click the Local Files tab
-Click Verify Integrity of Game Cache

Let it do it's thing for a few minutes and see if files are corrupted they will be re-downloaded.

my problem is, i followed those steps and it worked, but then certain other workers stopped working (ex before it was a tailor, now hes working but a lumber-dude wont do anything)

That sucks man.. unfortunately the game isn't perfect and I guess there's only
so much you can do :/

I had that problem as well while building Massilia . Vincent's fix didn't work for me, so I uninstalled and reinstalled. Which apperently did the trick for me. Although occasionly some woodsman still refuses to work, but removing an rebulding it's camp elsewhere seems to help.

I just want to bump this because I've had the same problem. However I verified my cache and the workers are doing their stuff again! Thank-you Vincent. :)

What worked for me was to uninstall and reinstall the game when this happen. It seems that, for any reason, this game's files can become corrupted... only once, I hope. I expect that once the problem has been solved, it doesn't happen again... otherwise this would be a very disgusting problem that should be revised by Steam.
