As for luck? yeah i kinda agree in a general sense that a good portion of the hell levels rely on much more fortunate happenstance then actual player skill
The truck AI is the biggest and worst problem. It's sometimes a problem earlier in the game too, but the final level is so long that the problem compounds. Not to mention if you're running Twitch modifiers, pretty much any possible modifier will render the level uncompletable somehow. Even Fat Trucks messes with their AI and makes them bunch up along the outer edge of the level in clusters that you can't possibly jump between.
Granted, 90%+ of my deaths on that level were user error, but when you get a good run going and are stopped short because one truck in the chain decided to go on lunch break it is beyond infuriating.
