No, you can't buy characters and dices from the Tournaments (Mystical and Military set for now). You will not find them on the Steam Market. If you want to get them and/or increase the chances of getting them, then spend the cash for additional entries in the Military Tournament.

why is there no store with characters to purchase? for like 1 dollar each? that crate/tournament system is unintuitive + time consuming.
