Stuck on level 6

I'm resuming an old playthrough and I'm stuck. I've tried playing through a couple times over the years since originally getting the game free on disc with an old Sound Blaster card, but I've never finished the game. I'm trying to get through to the end this time and I'm using Revision here on Steam. I believe I chose original level design.

I'm in level 6 Hong Kong and my current two primary goals are "Destroy the Universal Conductor used for manufacturing plague virus" and "Gain access to the level 2 labs at VersaLife and locate information on the structure of the plague virus". I'm in the building with the big hand and thought I was supposed to go down and upload a Nanotech blade ROM but the option is greyed out when I go up the lift and log into the computer with mchow/damocles. I think I killed her when I went to her office but can't really remember. Everyone here is hostile, not sure if by default or because I shot someone on my way in.

What am I doing wrong? Have I accidentally skipped something and am I in this location too early? Did I miss actually picking up the ROM somewhere?

It sounds like you're done with the ROM encoding that Tracer Tong sent you to do.
You would've had to return to see Tong and he would've sent you back to Versa Life.
Now, back at Versa Life, they're all hostile.
It's confusing to try to explain it, so it's probably easier for you to watch it.
Eventually you need to find the Level 2 Access elevator, or an alternate route.

This makes complete sense. I guess I over-researched (poorly) and confused myself thinking I hadn't done it yet. I have now been able to figure out what I was doing, where I need to go and watched videos / read plot synopses enough to pick back up where I was story-wise. Thanks for the help!
