Well from what I know when I played the origingal shifter/biomod I found a magum, a SMG, and I heard there's another sniper that is like the original one but with thermal scope.

While I haven't played with either option on for Revision, but I found two unique weapons which don't seem to belong to those two mods :

Jock's Pistol : found in Jock's apartment in Hong Kong. a blend of 10mm pistol and stealth pistol - Silenced, 8 rounds, more damage than Stealth Pistol but less than 10mm Pistol.
Eliet Rifle : Several "MJ12 Elite Troops" in the shipyard used it. Assault rifle with generally better stats, and comes with Scope/Laser Sight.

I'll do another run with Shifter later, since there are too many locations that seemed to be unreachable without using opensesame cheat.

I heard there's unique stun baton, called Paul's Baton in GMDX, is it also in Revision? Or is there any unique melees in Revision mod?

No, that's Shifter/Biomod's addition.

Where exactly did you find it, BTW? I play mostly with Biomod, but only've seen it mentioned in game files.

Found it in a paris apartment when you're looking for Beth Duclaire's daughter. There is a weapons dealer, has the visual of a Plasma Gun but fires a 100% accurate deadly beam.
Cant remember the apartment number, but it has some neighbours complaining about the dealer and a guy at the club tries to sell you the info of his location.

the railgun is hilariously busted; while i've no idea if it was rectified in a patch, i remember that there was a point where you could shoot the railgun more or less straight into the ground to kill howard strong and skip the entirety of the missile silo

I think there's a speedrun strat where you do basically the exact same thing with a LAW rocket, since the rocket actually spawns a couple feet in front of you, allowing you to shoot through floors and walls if you're close to them. Not sure f it works in Revision, though.

I know about the Crowbar, but I have no idea where the Baton is. There's also the Ancient Sword, but that essentially has the stats of the old Dragon's Tooth (which was nerfed).
