He's not 'withholding' anything- he is a merchant and can sell stuff when interacting with, just like any other character of this type in the game world.
His backroom can be looted later on. Why not from the beginning? It's called ♥♥♥♥♥♥♥ game balancing and worldbuilding. It's not Fallout 4. Just because something exists as a set dressing doesn't mean it can be looted and melted down.
It's NPC's decision not to sell something to JC or not. Maybe it's not for sale, maybe it's reserved and already sold, maybe it's not available for people 'off the streets' and it's a special delivery for selected customers.
Maybe it arrived that morning and smuggler had no time to properly go through it and prepare it for sale. Or he's not offering it because he's not in the mood.
