I'm confused about new weapons in Revision

I am currently doing a playthrough with the Gameplay Style set to Normal, which to my understanding should only be bug fixes and gameplay changes.
Another Gameplay Style is Shifter, which among other things adds some unique weapons to the game.

Now what I'm confused about is whether those unique weapons show up in Normal Revision too or not, because I was able to find Jock's Pistol in his apartment in Hong Kong, but couldn't find the Precision Rifle at the beggining of Paris. So which is it?

Jock's Pistol is a Revision addition, so it always appears. The precision rifle is a Shifter addition, so it only appears in Biomod/Shifter.

I just assumed it was also a Shifter weapon because it's listed on its the mod's wiki page.
