Bug: Exploit - Smuggler
Steps:

1. First visit to Smuggler, make sure inventory is full, but you have money
2. Try to buy the scope
3. No money will be subtracted, but a scope spawns

Can be repeated for as many scopes as you want ;-)

Same with Sam Carter after completing the generator mission. If no space he keeps giving accuracy mods. There's an issue with is dialog too - even with plenty of space and picking up the mod (legitly + the multitools) JC keeps saying 'there's no space'.

If he says he has no room, it's usually due to having too much 7.62mm ammo and being unable to accept more.
