Minimum # of players for Quiplash bonus?

I was playing a game with 4 players and some of the prompts were voted for by all the other players - so the players got the points and the bonus for 100% of the votes, but there was no Quiplash bonus awarded. So is there a minimum number of players needed before it hands those out? Or am I just missing something?
