You could force the county to revolt out from under him and hope that doesn't crash the game. Torch *everything* in the county and keep it that way. As discussed in that other thread though, It will probably take years to do that and you *really* need to be sure that you keep everything razed every turn.
Another option would be to just remove your armies from the county and just let him finish his castle asap so you can sack it once it's done. Maybe even send him a bunch of money to help make sure he will actually get the stone/wood to build it, though there isn't really any guarantee that he'll spend it properly. You could even send him shipments of grain and cattle to try and speed things along too.
