Report a translation problem
If this happens after playing a race together, before you go to the garage or select a new map, exit all the way out to the main menu, then go back into split screen, and after another race, do it again.
If this happens before playing a race, i'm not too sure. That hasn't happened to me.
I am having the same issue. When I enter split-screen mode with a second player, the second player cannot access the garage to customize their own car. I'm using two controllers. I've used a combination of two PS4 controllers, and a steel series stratus duo wireless.

Thank you for getting back to me. Apologies for the late reply! It was on my end. I recently reinstalled the game and gave it another look. I realized in the video that I wasn't paying attention to the bottom right corner in garage mode, which let me know it was "2nd player."
I didn't realize that hitting "save" switched over to the second player. My bad! Thank you for clearing things up. I'll have to invite my friends over to give this another go once this pandemic is over. Cheers!
