And the XBX version has lots of slowdown.
1920*1080=2073600 pixels.
2560*1440=3686400 pixels.
3840*2160=8294400 pixels.
Still, you should be fully able to run GRIP at 4k60 as long it ain't on ultra, and for all we know it ain't running on ultra on the xbonex either.
You wanna trash on a game about terrible performance, pick a game that actually does perform ultrabad or has framerate locks.
Now take a PC game, and list all the possible configurations you can have.. Between all the CPUs, GPUs, and even Operating Systems available, intuitively it is harder to optimize on PC than it is on console because there are a lot of possible combinations, and you cannot test them all - that's perhaps the most crucial point. On console you can make a change, and test right away how many FPS you get. On PC, you make a change, and maybe you will gain 3 more FPS n a system, but perhaps on another system you will have gained nothing at all.
Also, the console porting team just have to port the game, they are focused on it, and their sole purpose is to deliver. The PC dev team, on the other hand, has to both design the game/tracks/vehicles etc.. And make sure it runs well performance wise. Now I don't know the precise size of the teams, but intuitively I would say that PC devs have more on their hands than console porters.
I would be curious though : what are your graphical settings? As Broscar said, if you run on Ultra, no wonder your framerate is worst than the One X, since the One X doesn't run on Ultra to begin with.
