Has anyone seen this message when attempting to "Highlight" a quest in the Quest List?

"No more quests can be shown in the quest-tracker"

In addition to the message above, when I start a new game, new character, upon taking control of my character (after the cut scenes) my minimap shows 4 white diamonds, indicating Highlighted quests. If I look on the quest list there aren't even 4 quests listed (I think 2) and none that are listed show as being Highlighted. The result is I cannot Highlight (track) ANY quests.

TIA gamers. This problem interferes with my game play and help is eagerly sought.
