Very odd FPS

Sooo I originally was only getting like 60fps and sometimes 70 and for my computer I should be getting a lotttt more. So I did some research and found out that if I go into the config and change it to how many cores I have and mess around with it a bit I could change the FPS. After that I got around.. 70-80fps a surprisingly small boost... Anyway I have the physical copy of the game which is why it isnt in my library. I had to add it to non steam games to get an FPS counter up, now even though it says I'm getting 80fps (even though my computer can do more not too concerned) it feels as if Im only getting 30... Problem with the FPS counter? Or the game? I'm not sure.. Any help would be appreciated!!

Mine does that as well. I have an aging i7-920 CPU and a GTX 970. Framerate seems to wobble wildly, but it still stays above 60 for the most part.

That doesn't bother me as much as the water textures, particularly puddles during and after rain. They also change wildly different looks depending on how you move the mouse.

If you tell me how to change the cores, I'll see if it makes a difference.
