Thanks for the reply, seems like when its war time, I am kinda late to the arsenal when that is happening, should I just leave a person near there for future reference?
Imperial fame or w/e it's called is gained from war's and if you have the top position in a city (mayor for example) you will gain it each year
No clue if a war will happen for you I think there was a bug with them if I am not mistaken

If you purchase a high enough title for your family that allows you to purchase the pleasure palace, you can attend a diplomat of your choosing to visit you there. Give warm greetings and you can gain another 12 imperial points. This can be done every 24 hours I believe.
On the guild side, you can get I believe 2 points per turn if you are voted the Guild Master of your trade AND you also have the rank 3 house with the selected seals for your guild (one seal for each guild I believe at 2,000 gold each).
As to gaining Imperial points for war...
Keep in mind that if you loose the war you will be taxed an equal amount of money you spent originally on the troops that will come out of your coffers immediately with a cap tax of around 55k. So if you invest 30k in the war and loose you will pay another 30k for a total of 60k lost. If you spend 100k for the war and loose you will get taxed the extra 55k (cap).
If you win the war you get up to the tax cap rate of 55k. So if you spend 30k on troops and win the war, you should receive 30k (so basically a wash). If you spend 100k on troops and win, you will get the max cap of 55k back (so you still loose money in the end).
You can also make your character an officer for the war which you will then have no control over until the war is over. I got a little xp (125) and another 5 imperial points surviving the war.
