Arsenal, but yeah. I think you can't actually join a crusade though.

I think it varies based upon the town level. Pretty sure there are armories and arsenals. That's why I put the little parenthesis note next to it explaining the building I was referring to, just in case.
What I have mostly figured out is that wars are a relatively random events, although at higher levels of politics (possibly after various city upgrades, if the city you're resident in is not big enough to e.g. support a monarch/king/queen) there is the opportunity to hurry things along.
Essentially, there are two things you need to do:
1. Upgrade your city to the highest level. If you hold the top political spot in any city, and stand in the main meeting room, you gain the ability to upgrade your city. This costs money which can only come from the city treasury. If you don't know what this is, exit the building, click on the building and examine the icons at the bottom left. As the head cheese, you can influence this by e.g. setting the sales tax higher, at the cost of marginally slowing down the economy. Other sources of income are possible, but that's the one I mostly used.
2. Once you have achieved the top level of city, you need to be the monarch, at the imperial level, which you can only access through Soverign anyway (perk - apply at imperial level).
At this point, you gain the ability to set the kingdom's warfare policy. There are three options, basically do nothing, choose peace or choose war. Choose war, sit back and wait, and one should come along soon enough.
