Pendulum of Hypnosis Help
I'm playing a rogue game and am trying to get into the city government of my town. I've held the balif position since I earned the rank of Citizen without rights but now I am a Citizen and trying to get mayor. The Problem is Balif doesn't get a vote in the Mayorial election and the town is small with only the Balif and Mediator positions next to mayor. The Mediator is the Mayor's Wife and the Mayor Picks the Mediator who picks the Mayor so they always always always win the ♥♥♥♥♥♥♥ elections no matter what.I'm trying to play a clean rogue who doesn't resort to murder or robbery. Instead he runs mercenary services, protecting buildings and killing bandits etc so I've tried using the creative rogueish ways around this. Like the Spindle of Sleeping beauty and the Pendulum of Hypnosis to make them not show up for elections so that I can take the office of Mayor and make the village into a city (AI won't do it) but niether of those items ever work. AM I missing someting? Does it require a high stealth skill to use the items right? A high charisma> Does anyone understand the mechaninics behind these items? The forum from the developer and the wiki's (THREE OF THEM!) are no help at all.

You could try using the spindle of sleeping beauty and the hypnosis pendulum on both the mayor and their spouse. That way your character officiates the council meeting and the position of mayor is chosen by lot.......which should end up being you.
I had a somewhat similiar situation in which I had a couple in positions of mayor and mediator, the wife was the mayor. To get myself elected Mediator, I used the sleeping beauty spindle on her, she didn't show up for the council meeting and I was chosen as Mediator by lot. However, when I did this the council meeting sort of bugged out - nobody sat down and the NPCs stood in the room and did their lines until I was elected.
All this using Megamod 0.82 btw.

I want to use the Pendulum or Spindle, or even the Voodoo doll. The problem is they don't ever work. Is there something I'm missing a skill I need to raise for them to be more effective?

I eventually did it the hard way, waited for the village to upgrade to a town and then got family members into electoral positions so that my dynasty controls the town's government (along with a shadow dynasty). I still want to know how those items are supposed to work.

The Pendulum when used causes the NPC it's used on to do some strange animation and they are stuck in it for a bit. It makes the NPC affected lose respect with everyone nearby.
The Spindle of Sleeping Beauty causes the NPC to fall asleep where they are standing when you use it on them. I think it causes them to sleep for about 12 hours, missing elections or anything else they could be doing.
Both of these items can only be used on an NPC that is OUTSIDE a building. So plan ahead to ambush them before council meetings or whatever to get them to work. I usually use the spindle of sleeping beauty at noon on election day to cause the NPC to miss the council meeting.

I'm playing vanilla, could it just be that they are broken in vanilla? I don't trust myself installign mods the hard way or I would probbaly use the megamod.

I definetely recommend the megamod. It fixes many, many things and makes the AI more functional. I know the spindle and hypnosis pendulum both work under the megamod. You'll have to start a new game though to use the megamod I believe.

Installation is quite simple though. Extract all files to the location where your guildII.exe is and overwrite everything. You could also make a backup before, just copy everthing and make a new folder (name it like: guild 2 Megamod) and extract the mod files into that. This way, if you mess it up somehow or dont like it, you can simply return to the vanilla game
