which city has armory / arsenal? i want to try war feature in this game

largest city on the map should have one you can use. sometimes the city isnt a high enough level for it to work or you dont have enough imperial renown to use it.

should be able to join a war as long as the town level is high enough for the armory to actually work/spawn in.
