How to increase population?

I need 400 people to upgrade the city but the city is getting less populated with each turn. Am I doing something wrong?

yeah Ive been adopting children in an attempt to increase the population. i think the problem is I've been hiring too many young thugs (apprentices, so the city's youth is fight and dying for me instead of having babies). Everyone in my city is old. The good side of this is that I found a way to cripple other citys.Build a house and hire a bunch of thugs then suicide them and repeat.
Ima try to build workshops in my city like you say.
