Buying expensive clothing for... Better charisma?
Hey there.
I know that some artefacts like a walking cane be used to boost ourselves.
Armours, obviously, makes you harder to kill.

What about the Ruby Staff, gold jewels, elegant robes, bla bla bla.
If I buy and wear them, will this boost my character's dispositions? Like... That poor peasent at the city hall stands no chance to be elected if I get there dressed like a damn king?

If I remember correctly, most accessories such as rings and necklaces are actually consumables. You activate it from your inventory, then you get a buff for a while that make everyone your character passes by get a slight improvement to their opinion of you, same as perfume. I don't think it's possible to have multiple rings active at once, but it's been a while since I played.

The unfortunate thing here, of course, is that rings and other jewellery tend to be quite expensive, and your incredibly toxic personality apparently dissolves them over the course of being worn. They're used up upon activating of the buff.
