Plus other dynasties can make people dislike you by spreading lies through the notice boards and other means (like with the scholar profession). Also rogues are disliked but only when you steal or have your employees steal or do some other shady stuff. Can't explain it either.
Relationship bar usually only decays if you happen to be competitors in business, or have made people your enemy in some way. But I think in general that they will decay to a nuetral range if there is no reason for them to hate you. But, unfortunately, there are many reasons for the game to hate you, so you will have few friends, and even if you do, they usually dont stay friends. So if you want to succeed in council and stay on top, you have to keep people happy constantly.
