Report a translation problem
This does not make sense and is impossible unless you are trying to look at Steam properties.
Go to Steam, right click empire, there is a popout menu list, find the option to browse local files. Open local files, go to Empire.exe and right click, select properties, and wallah!
Click on the boottab Systemstart.
Click on the Advance Options button.
Check the little box next to "Maximum memory" and set the max to 2048.
Restart your computer.
It should work fine now. =)

It works. I just did it. The game runs on Windows 11 now.
The important part is the d3d8.dll file inside the zip archive, not what he decided to name the download. Presumably the same fix works for more than one game.
Tried compatibility mode windows 7 but that didn't work either.
