Same here.

The game begins startup but then I hear that "error" ping and the game freezes on a black screen.

It works if you move the steam.dll file via copying into the main root folder.
And also getting the blurry texture patch.
And slapping admin and compatibility
but its graphics
"grits teeth."

Yes it works perfectly. https://forums.civfanatics.com/threads/help-getting-shattered-union-to-run.541910/
this is the link for the blurry texture pack. extract it and copy and paste the d3d8.dll file into the folder that has the shatteredunion.exe file. then COPY, DO NOT CUT, and paste the steam.dll file into same folder and it works great on windows 10. takes less than 10 minutes to accomplish.

no go make the country what you want it to be!

I used the fixes and could launch and play, but it froze when I tried to exit back to Windows 10 could not get task manager to work and had to restart PC.

step 1.
to to the railroad tycoon link above, yes it is railroad tycoon. Everyone just says "here's the link" no-one says "oh, it's actually a railroad tycoon site, don't worry about that, the fix is the same.

the link is some way down on the left side and not all that obvious.

the file is tiny and contains a readme which you won't read as it is for railroad tycoon, and a dll. the file just needs to be copied into the root directlry for the game, which you access by going library--> right-click the game -> properties -> local files -> browse local files.
then run the game.

that has made the game work 100% for me, I did not run in any compat mode and have no idea what the steam.dll mentioned above is

I have also gone into the game settings and put every single option to the max, again, not caused any issues

Did everything as suggested (and believe me, I know what I do). Still no chance. Ah, loved to play this game...-.-

Ok, I stand corrected. Even the map for New York now works after adding fiddling around with the graphics setting. I've put it all together in a small video. And now I'll reunite the USA with my EU army. xD

Since the link on the Civfanatics page leads to an old url that is no longer working allow me to update this thread for those looking for the fix.

The proper URL for the Blurry Texture Fix is now: http://hawkdawg.com/rrt/rrt3/rrt3_main.php
