Report a translation problem
A high level character is obligatory. I don't remember if the game gives you more levels automatically if you create a new one, but there's a range of pre-generated appropriate characters for you to choose from. Although the skill allocation on some of them might be not to your liking, so it's more convenient to go with your own guy.
You can start Phoenix with a new character (not having played or wanting to use characters from OOD or BOW) i believe they start out level 30, but sadly they are a little messed up in their skill build which will leave some wasted points. It will still work of course, but bringing in your characters from OOD or BOW usually are built more to what you like and usually don't have wasted skill points like a fresh created phoenix character has.
In case you are not level 330, the first "map" will give you extra xp to reach the good range level quickly because this campain is more difficult from the start than the two others. Breath of Winter was not as easy as OoD.
Playing this game since 2004 and still loving it.
