Windows 11 : Spellforce wont start

When i try to start up Spellforce (tried public and legacy branches) i keep getting: UTL_QuickIntegrator::CreateDisplay()
No graphics card found. Please reboot system or install latest drivers and try again.

I am figuring this is a windows 11 specific issue regarding where the executable is looking for a GPU driver, description or ID on the OS API?

I tried opening in Windows XP,7,8,10. but same error message. tried to hand-add a config.lua with graphics presets but same message.

So did you tried the following solution?
"Open config.lua in the game folder, set ScreenResolution to 7, run the game, change all settings inside the game, exit and set config.lua to "read only"."

Tried that, game will show a window but crash immediately with "UTL_QuickIntegrator::CreateDisplay()

i tried config.lua but the program still gives me the same issue.
