By default it should be here:

And the script itself should be located in:

You'll need a save before entering Shiel for the first time probably, tell me if it works.
I would say uninstall and reinstall. When you get to the Shiel the quest sends you off map for the antidote, if you want to make the map a little easier on you clear the map before you leave. Just stay out of the clearing where the elf monument is.
If you have the SF1 Map Editor installed then you can open the Shiel map and delete all the buildings in the affected camps. This should only leave about 15 enemies in the camps instead of 200. If you dont have the Map Editor then you may just have to wait for the developers to fix this bug.
Second: You need to know how to open phenomic maps in the editor.
Third: You'd need to make whole new camp that would be buggy to even save the map.
Can you tell me why? Steam removes the link or something else?
You can open phenomic maps using notepad++ and you dont need to make a whole new camp. You just add a spawn point next to any building on the map and it will save without being 'buggy'. The only difference is that since all the spawn points are activated by the destruction of either of the 2 affected camps - they will all be activated as soon as you enter the map.
