It's not really about Reputation so much as at Level 0 you're more of a guest or traveler, you're not actually part of the town and only people who are apart of a town would ever be considered for an official office.
Actual Reputation within the game is a lot more complicated, but can be raised or lowered through the use of abilities, items or committing crimes.

I think you cannot apply for an office in GII without a title. You start without one.

It's possible, though unlikely, to enter office at the end of the first year. As you may be hard pressed making that 500 after doing your hiring, upgrades, and paying for supplies. It'll also require a low office actually being open (rng), and finally, you have to get lucky. Certain classes get a boost, and others a negative, when it comes to reputation... and the odds of the person making the decision dislikes the person(s) you're running against more than they distrust some random unknown whippersnapper that just blew in with the wind, ie. you.
Not impossible... but I think I've only managed it 2 or 3 times in many many many games.
