I always seem to find them quicker if I don't actively search for them.
If you haven't already... Look in the area in front of the lighthouse. I alway seem to find a couple of them around there.
Not sure, but I seem to detect a bit of sarcasm in your replay. If not, then congrats on finding the deer.
But in case you misinterpeted what I said becase my suggestion on where to search does appear as if I were being a wiseass, but which was not my intent. I should have added a little more detai on where to look.
I meant for you to search the width of the land between Ardea and the cliffs, and distance between the lighthouse and bandit camp near the cliff'. I usually find some a little ways above the hunter 's camp and the rest further up nearer to the lighthouse. Basically in opposite corners of the overall territory that they roam.

Im using the default patch that comes with the steam install, 1.60 i think. Maybe their behavior changes slightly with different patches?
I don't believe they are buggy at all. The challenge of that quest is that the "shy" deer are extra skittish and not meant to be easily found. When the main herd is startled, it breaks into smaller groups that scatter.
After having played that quest several times or more, they're not all that hard to find after learning where they tend to roam after scattering. I kind of thought they were bugged too until I figured out their routine.

This quest has triggered me since childhood so use cheats to spawn them and get necessary killcount.
